Laura Howard, J.D.

Laura is the Director of the University of Kansas Public Management Center. She comes to the University of Kansas from the U.S. Department of Health and Human Services where she served as the Region VII Regional Administrator for the Substance Abuse and Mental Health Services Administration of the U.S. Department of Health and Human Services. Laura has also served in various leadership positions with the Kansas Department of Social and Rehabilitation Services (SRS). Prior to her service with SRS, Laura served as a principal fiscal policy analyst for the nonpartisan Kansas Legislative Research Department for more than 10 years. Laura received her Bachelor’s degree from Miami University in Oxford Ohio in Public Administration (with an emphasis in public policy analysis) and Economics. She received her law degree from the University of Kansas.

Noel Rasor

Noel serves as the assistant director of the Public Management Center, directing the Emerging Leaders Academy, advising Topeka-based MPA students, and teaching in other PMC programs. She holds a bachelor’s degree from the University of Michigan, a master’s of urban planning from the University of Kansas, and has completed doctoral work in American Studies at KU to the level of ABD. Noel has worked at the chapter level as well as the national level for the American Red Cross and has served in a variety of capacities at KU. Her office is located at KU’s Edwards Campus in Overland Park to assist the PMC in strengthening program offerings for public sector professionals in the Kansas City area.

Terri is an instructor and program director at the University of Kansas Public Management Center. She is program director for the Kansas Certified Public Manager® Program, teaching Power of Leadership, Management Practices: Leadership and Emotional Intelligence, Innovation and Process Improvement in the program. She provides training in a variety of managerial topics for all management levels in the public sector. Terri is a qualified instructor for the Myers-Briggs Type Indicator, is certified to administer the Emotional Intelligence Quotient (EQi), and is a certified instructor for the Relationship Awareness Theory and the Strength Deployment Inventory. Previously Terri was a staff development specialist in the Department of Administration's Division of Personnel Services for seven years. She holds a bachelor's degree in total quality management from Friends University and is an affiliate member of the American Academy of Certified Public Managers and the American Society of Public Administrators.

Jonathan Morris

Jonathan has developed curriculum and delivered custom training courses to more than 5,000 individuals since joining the KU Public Management Center and serves as an instructor in the other PMC educational programs. In 2013 he took on the role of managing the KU PMC's Law Enforcement Leadership Academy, a program launched in partnership with the Kansas Law Enforcement Training Center to support excellence in law enforcement across Kansas. His training topics include leadership and team building, management practices, organizational behavior, intergenerational communications, succession planning, coaching and mentoring, diversity and harassment; he is also a certified facilitator for the Strengths Deployment Inventory (SDI). Jonathan worked as director of a training center in New York City and has worked within the public and private sectors. A native Kansan, he attended Kansas State University and Bethany College and did his graduate work in New York. He also serves on the Board of Directors of the American Society for Training and Development–Kansas City Chapter.

Cindy Dunham

Cindy is responsible for the KU Public Management Center’s Supervisory Leadership Training, Custom Courses, and Open Enrollment programs. She also provides administrative support for all other PMC programs. Cindy earned her Bachelor of Science in Business Administration with an Entrepreneurship Concentration and a Certificate in Service Learning from The University of Kansas School of Business in 2014. Prior to becoming the Project Coordinator, Cindy worked as the Office Assistant for the PMC. Before joining the PMC team, Cindy spent over four years at Lawrence Gymnastics & Athletics, working in a variety of different roles. Most notably she was supervisor and coordinator for the Summer, Winter, and Spring Break Day Camp programs.

Alecia is responsible for marketing and events coordination for the KU Public Management Center and the School of Public Affairs and Administration. Alecia previously served as an administrative associate in the KU Civil, Environmental, and Architectural Engineering Department. Before coming to KU she served in a jack-of-all-trades role with Nathaniel’s Hope, a non-profit organization supporting kids with special needs, where she worked on events and marketing. Alecia also has knowledge and experience that’s directly relevant to the professional development focus of the PMC because of having worked for over five years in training and HR for Walt Disney World in Orlando, FL.




Angie Soden

Angie assists the Public Relations Manager with events and marketing for the KU Public Management Center as well as the School of Public Affairs and Administration (SPAA). She also serves as the SPAA's Graduate Secretary and assistant to the Distinguished Professor. Angie earned her Bachelor of Science in Journalism with a strategic communication emphasis from the William Allen White School of Journalism and Mass Communications at the University of Kansas in 2012. Prior to joining the SPAA and the PMC, she was a marketing intern at the Granada Theater and managed the marketing department at Readiness Rounds in Eudora, KS. Angie also operates a DJ business in the Northeastern Kansas region.
